(1) Vendor needs to provide country–level action plans services to the government authority located in Washington, DC.– Level action planning and implementation of the united nations decade of sustainable transport.– Implementation depends critically on whether national governments develop structured, resourced, and trackable implementation plans.– Limited financing frameworks that connect national plans to multilateral climate funds, development banks and private capital.– Institutional fragmentation across transport, energy, environment, finance, and urban planning ministries.– Identify enabling conditions for successful national action plans.– Propose opportunities for leveraging other reporting frameworks such as climate process and link to work around monitoring and tracking the current decade of sustainable transport.– Overview and lessons of other decades on implementation plans, including links to tracking.– Modular guidance covering baseline assessment, target–setting and tracking, sectoral strategies, financing plans, institutional arrangements, and tracking.– Targeted expert consultations and interviews with transport ministries, agencies, multilateraldevelopment banks, and civil society.(2) All questions must be submitted no later than October 9,2026.
