(1) Vendor needs to provide digital engineering. architecture, product resources service to the government authority located in Philadelphia, PA. • Segment Description:- Segment A covers technology delivery services for the design, engineering, deployment, governance, and optimization of agency's data and intelligence platform capabilities, including data platform engineering, analytics engineering, machine learning and artificial intelligence development, real–time streaming architecture, and agentic AI system development.– Segment A are expected to span engagements including but not limited to: medallion architecture build–out for new business domains; data product design and delivery for Gold–layer analytical use cases; data contract authorship and pipeline governance implementation; ML model development, training pipeline engineering, and MLflow–based model lifecycle management; computer vision pipeline development and optimization; agentic AI prototype development and production hardening.- Segment B covers technology delivery services for the design, development, testing, deployment, and ongoing engineering of custom–built software applications and the DevSecOps engineering practices that govern their delivery.– Agency is seeking general software development staff augmentation through Segment B. Respondents whose service model involves placing individual engineers against agency–managed backlogs under agency technical direction should review the Panel scope inclusions and exclusions.- Segment C – Experience Design, UX Research, and Service Design– Provide specialized expertise in user experience (UX) research, service design, product design, interaction design, visual design, accessibility, customer journey mapping, employee experience design, usability testing, design systems, and human–centered design practices supporting agency's digital products, customer–facing channels, employee platforms, and operational applications.– Services may include user research, customer and employee journey mapping, service blueprinting, product discovery, information architecture, interaction design, visual design, usability testing, accessibility assessments, design system development, and experience optimization.- Segment D – Architecture and Technology Governance– Provide specialized architecture services that align technology investments with agency business capabilities, operating models, transformation roadmaps, and enterprise standards. Services span enterprise, business, solution, system, application, data, integration, security, cloud, platform, and operational architecture.(2) All the questions must be submitted no later than November 6, 2026.
