(1) Vendor needs to provide grant development and management services to the government authority located in Pomona, NY. – Support the agency in identifying, evaluating, pursuing, securing, implementing, and managing grant funding from federal, state, local governmental, private foundation, corporate, and other external funding sources. • Initial organizational assessment: Conduct an assessment of the agency’s grant–development and management environment.– Review of existing grant policies, procedures, workflows, organizational responsibilities, internal controls, forms, calendars, and approval processes.• Grant strategy and annual funding plan: Develop and annually update a grant strategy aligned with the agency’s institutional priorities.– Evaluating the agency’s institutional strengths, eligibility, readiness, available matching resources, administrative capacity, and likelihood of success.– Identifying opportunities that require advance planning, partnerships, data collection, program design, matching funds, or other institutional commitments.• Funding opportunity research and monitoring: Continuously research and monitor funding opportunities that may benefit the agency.– Screen opportunities for eligibility, strategic fit, competitiveness, required match, timing, institutional burden, sustainability, and compliance risk.– Avoid merely forwarding undifferentiated grant notices to the College.• Grant project planning and development: Facilitate a structured project–development process.– Reviewing the funding notice, application package, evaluation criteria, sponsor guidance, and related requirements.– Developing an application work plan and timeline.– Identifying required College personnel and external partners.• Grant writing and application preparation: Provide comprehensive grant–writing and application development services for the number of applications included in its proposal and authorized by the agency.(2) All the questions must be submitted no later than September 25, 2026. (3) The contract period will be for two years. (4) Pre–bid meeting will be held on September 22, 2026.
