Description: The Royal Canadian Mounted Police, Peace River, Spirit River, Manning, Red Earth Creek and/or Fairview Detachment in Peace River, Spirit River, Manning, Red Earth Creek, Fairview, Alberta, has a requirement for the Supply and Delivery of Grounds Maintenance Services and Snow Clearing and Snow Removal Services at the RCMP Peace River, Spirit River, Manning, Red Earth Creek and/or Fairview Detachment in Peace River, Spirit River, Manning, Red Earth Creek, Fairview, Alberta. Policy on Reciprocal Procurement This solicitation of bids is open only to Canadian suppliers and to Suppliers of an applicable trading partner. This is an open tender. However, it will be conditionally set-aside under the Government of Canada’s Procurement Strategy for Indigenous Business (PSIB) if two or more bids have been received by Indigenous businesses who are certified under the Procurement Strategy for Indigenous Business (PSIB) criteria and who may be listed in the Government of Canada’s Indigenous Business Directory (https://www.sac-isc.gc.ca/eng/1100100033057/1610797769658). If your Indigenous business is not yet registered in the Indigenous Business Directory, please do so at the link provided above. If bids from two or more Indigenous businesses are compliant with the terms of the Request for Proposal, the contracting authority will limit the competition to those Indigenous businesses and will not consider bids from any non-Indigenous businesses that may have been submitted. If the bids from the Indigenous businesses are found to be non-compliant or non-responsive or are withdrawn, such that fewer than two compliant bids from Indigenous businesses remain, bids from all of the non-Indigenous businesses that had submitted bids will then be considered by the contracting authority. Delivery Date: The proposed period of the contract is a Twenty-Four (24) month period from the Contract Start Date, covering the actual work to be performed for Grounds Maintenance Services and/or the Snow Clearing and Removal Services. The Grounds Maintenance Service Contract is required for six (6) months each year from May 1st through to October 31st. The Snow Clearing and Removal Service Contract is required for six (6) months each year from November 1st through to April 30th. The above wording will be revised to reflect the actual contract award period, for the specific services being awarded. This is required where separate service contracts are awarded. In the event the Contract Start Date commences within the first three months of a service season, the contract period will be changed to reflect the time frame. This will be defined by the Contracting Authority, resulting in a contract period of less than twenty-four (24) months. If the Contract Start Date commences with less than half of a normal six (6) month service season remaining, the Contract period will be revised to commence the first month of the following service season, resulting in a twenty-four (24) month contract period. The contract includes an irrevocable option to extend it for up to two additional twelve (12) month periods under the same conditions. Security: This solicitation contains a security requirement. Site Visit: A site visit is being offered. Please refer to the Request for Proposal (RFP) for additional details. Basis of selection: A bid must comply with all requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. Bidders may submit bids for any location, for either Grounds Maintenance Services or Snow Clearing and Removal Services or for both. Bids will be evaluated separately for each location and for each service category. For each combination of location and service category, the responsive bid with the lowest evaluated price will be recommended for contract award. As a result, multiple contracts may be awarded. Based on the number of locations (5) and service categories (2), up to ten (10) contracts may be issued. Requirements are in accordance with the Statements of Work in Annex “A” – Parts 1 and 2, and the Mandatory Technical Criteria detailed in the Attachment 1 to Part 4 of the Request for Proposal (RFP) document. Tenders must be submitted to the RCMP Bid Receiving Unit as per page one of the Request for Proposal (RFP). Refer to the attached tender documents to obtain further information. Canada retains the right to negotiate with any supplier on any procurement. Documents may be submitted in either official language of Canada. Canada will make available Notices of Proposed Procurement (NPP), bid solicitations and related documents for download through the Government Electronic Tendering Service (GETS) at https://canadabuys.canada.ca/en/tender-opportunities . Canada is not responsible and will not assume any liabilities whatsoever for the information found on websites of third parties. In the event an NPP, bid solicitation or related documentation would be amended, Canada will not be sending notifications. Canada will post all amendments, including significant enquiries received and their replies, using GETS. It is the sole responsibility of the Bidder to regularly consult GETS for the most up-to-date information. Canada will not be liable for any oversight on the Bidder's part nor for notification services offered by a third party. The RCMP has adopted the Ineligibility and Suspension Policy administered by Public Services and Procurement Canada. As a result, the supplier integrity and compliance provisions are being applied in RCMP contracting activities as outlined in this solicitation. Indigenous Procurement: The federal Indigenous Business Directory (IBD) is an online resource for all levels of government and the private sector to identify Indigenous business capacity. Having a business profile in the IBD will increase your company’s visibility and may provide additional business. A profile in the IBD can also allow you to compete for federal government contracts that are set-aside for Indigenous businesses through the Procurement Strategy for Indigenous Businesses.
