(1) Vendor needs to provide ERP migration implementation support and advisory solution.• Improve accountability for both the vendor and the County on project scope, schedule, deliverables, decisions, risks, and issues.• Help identify implementation risks before they materially affect the project schedule, cost, or operations.• Strengthen data conversion, testing, payroll validation, and implementation readiness processes.• Assist the County in escalating and resolving significant vendor issues.• Accomplish these objectives using a model that avoids duplicating routine project management functions already contracted through Tyler Technologies• A 1–year option for the County for post–implementation support, including development and training assistance– Initial Project Health Assessment• Review relevant Tyler contracts, statements of work, implementation plans, schedules, and project documentation.• Evaluate project schedules, milestones, dependencies, assumptions, and resource requirements.– Independent Project Oversight and Advisory Services• Periodic independent review of overall project status.• Assistance with escalation of significant vendor issues.• Review Tyler recommendations.• Evaluation of proposed scope changes and change orders– HCM and Payroll Advisory Services• Provide support, expertise, and best practice recommendations related to the following areas:• Human Resources,• Payroll,• Time and Attendance,• Advanced Scheduling,• Recruiting,• Benefits,• Employee Self–Service,• Data Conversion,• Interfaces and Integrations, and• Security and Roles.– Data Conversion• Review of data conversion strategy.• Review of testing strategy and acceptance criteria.• Review of defect management and outstanding critical issues.(2) All question must be submitted no later than September 17, 2026.
