Liability Claims Adjusting Services RFP

General work description: The Request for Proposal (RFP) seeks a qualified Third-Party Administrator (TPA) to provide comprehensive liability claims adjusting and administration services for the County of Sacramento's self-insured liability program. The selected contractor will work collaboratively with County Risk Management personnel to investigate, evaluate, negotiate, defend, settle, and resolve liability claims while ensuring timely reporting, cost-effective claim management, and compliance with County requirements, the Public Risk Innovation, Solutions, and Management (PRISM) Liability Claims Administration Standards, and applicable laws and regulations. The contractor will also provide strategic recommendations, maintain proactive communication, and support the County's objective of minimizing claim costs and liability exposure. The scope of work includes end-to-end administration of existing and new liability claims, including prompt investigations, reserve analysis, litigation management, settlement negotiations, payment processing, subrogation and recovery efforts, legal administration, claims reporting, records management, and financial oversight. The contractor will maintain a secure claims management information system, provide County staff with access to claims data, coordinate with defense counsel and subject matter experts, support regulatory and Medicare reporting requirements, prepare annual claims reports for the Board of Supervisors, and participate in regular meetings with County staff to review claim strategies, identify trends, and recommend loss prevention initiatives. The contractor must also provide rapid local response capabilities for significant incidents and ensure continuity throughout contract transitions. The successful proposer will demonstrate extensive experience administering liability claims for California public entities, particularly those involving public entity exposures such as law enforcement, employment practices, civil rights, and medical malpractice. Emphasis will be placed on the firm's technical qualifications, claims management processes, reporting capabilities, staffing, local support, financial controls, and overall methodology for delivering efficient, responsive, and high-quality claims administration services that protect the County's interests and ensure compliance with established standards and contractual requirements.
