(1) Vendor needs to provide federal lobbying services to the government authority located in San Jose, CA.         – Services include monitoring federal legislation, regulations, and funding opportunities; advancing the Agency's legislative priorities; supporting the Agency's continued participation in the Moving to Work program; and providing strategic advocacy, outreach, and engagement to strengthen federal partnerships and support the Agency's mission.– Collaborate with Agency staff in establishing and sustaining an annual legislative advocacy platform before the start of the Congressional session – Assist with the development of correspondence or other communications being prepared by the Agency for submission to Congress, federal sub–committees and other federal agencies. – Collaborate with Agency staff in developing a robust outreach and engagement plan to maintain a liaison with the California congressional delegation and assist the delegation in the same manner that Agency staff would render assistance in matters supporting the agency’s priorities and objectives. – Appear and testify before federal agency hearings, rule–making proceedings, and other administrative agency or legislative meetings to promote, oppose, and aid the passage of legislation affecting the Agency. – Provide detailed information on other relevant federal issues of concern to the Agency or that may potentially impact the Agency’s operations (2) A voluntary pre–bid meeting will be held on July 24, 2026.(3) All questions must be submitted no later than August 6, 2026.
