(1) Vendor needs to provide airline use and lease agreement consulting and negotiation services to the government authority located in Juneau, AK.• Establish agency negotiating strategy and business objectives prior to substantive airline negotiations.• Assist agency in negotiating successor with airlines as directed by agency.• Develop a standardized capable of application to similarly situated qualifying airlines.• Evaluate compensatory, residual, hybrid, or other reasonable rate–setting methodologies without presuming a preferred methodology.• Modernize airport cost centers and allocation methodologies based upon reasonable cost causation, beneficial use, and activity.• Review the airport's other rates, fees, and commercial agreements, benchmark them against comparable airports, and recommend ways to increase revenue.• Evaluate treatment of airline, other aeronautical, and nonairline revenues.• Develop appropriate methodologies for airport capital funding, reserves, revenue credits or sharing, and annual reconciliation.• Lead or support negotiations with the airport's aeronautical users through an agreed term sheet.• Assist the city and its counsel in putting the agreed terms into executed documents and obtaining approval.(2) A pre–bid meeting will be held on October 15, 2026.(3) A contract period will be for one year.
