Vendor needs to provide health security plan implementation planning services to the government authority located in New Mexico.1. Health security plan implementation planning:– The plan will build upon the extensive preliminary research and planning already completed over the past several years.– The plan’s components will be sorted into three tranches: (1) measures ready for the 2027 session or executable now under current administrative authority, treated at full depth with bill concepts, fiscal estimates, responsible agencies, and implementation steps; (2) policy initiatives to be pursued in the 2029 session, each with its preconditions named; and (3) a directional roadmap for 2031 and after.– Quantify funding needs and identify funding opportunities for each measure in this scope and for health security plan implementation, including state, federal, waiver, and grant sources, organized by implementation tranche.– Develop requirements, options, and a cost estimate for a single statewide provider credentialing platform and identify duplicative insurer credentialing requirements.– Analyze current administrative costs, contractor profits, care management expenditures, and service utilization patterns.
