REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Georgia Trans-Caspian Transport Corridor - Georgia Accessibility and Transport Enhancement Project (TCTC-GATE) Loan No. 9981-GE Project No. P513957 Assignment Title: SUPERVISION OF CONSTRUCTION WORKS FOR BADIAURI-CHALAUBANI (LOT 4) AND CHALAUBANI – BAKURTSIKE (LOT 5) ROAD SECTIONS OF TBILISI–BAKURTSIKHE–LAGODEKHI (KAKHETI) HIGHWAY Reference No . (As per Procurement Plan): TCTC-GATE/CS/QCBS-01 Georgia has received financing from the World Bank (WB) towards the cost of the Trans-Caspian Transport Corridor - Georgia Accessibility and Transport Enhancement Project (TCTC-GATE) and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project. The Project is co-financed by Asian Infrastructure Investment Bank (AIIB). The financing agreement with AIIB is being processed and will be concluded in due course. The consulting services (“the Services”) include the SUPERVISION OF CONSTRUCTION WORKS FOR BADIAURI-CHALAUBANI (LOT 4) AND CHALAUBANI – BAKURTSIKE (LOT 5) ROAD SECTIONS OF TBILISI–BAKURTSIKHE–LAGODEKHI (KAKHETI) HIGHWAY. The proposed road sections form part of the Tbilisi–Bakurtsikhe–Lagodekhi (Azerbaijan Border) international highway and constitute a major transit corridor connecting Tbilisi to the Kakheti region and onward to north-western Azerbaijan. The Badiauri–Chalaubani road section (Lot 4) is a four-lane divided motorway that starts at Chainage (Ch.) 52+540, immediately after the Badiauri Interchange of Lot 3, and ends at Ch. 75+100 beyond the planned Chalaubani Interchange. The total length of this section is approximately 21.7 km, with a design speed of 120 km/h. The Chalaubani–Bakurtsikhe road section (Lot 5) is a four-lane divided motorway that starts at Ch. 75+100 and ends at Ch. 84+217.05, with the driving lanes separated by a double-sided concrete barrier. This section begins after the new Chalaubani Interchange, has a total length of approximately 9.1 km, and is designed for a speed of 100 km/h. The primary objectives of the consulting services (“the Services”) are as follows: (i) to review the detailed designs (ii)Function as the Engineer in administering the civil works contracts for Lot 4 and Lot 5 (hereinafter “the Contract”) and execution of all rights and responsibilities of the Engineer in accordance with the Conditions of the Contract (FIDIC Red Book Second edition 2017, reprinted 2022); (iii) Comprehensive supervision of project implementation activities carried out by the Contractors to ensure compliance with the drawings, technical specifications and various stipulations contained in the contract documents, with high standards of quality assurance in supervision and in the execution of works; (iv) Advice the Client on all matters concerning the contract management and support the Client to have the works completed within the stipulated time for completion and cost to the extent possible. The consultant is estimated to provide 817 person-months (full-time field presence) of consulting services . The services will be provided over a period of 92 months (including 2 months for Design Review, 30 months of construction supervision and 60 months of Defects Notification Period including maintenance), commencing tentatively in Q2 2027. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General experience in road infrastructure projects; Similar experience in Supervision of Highway Construction Assignments within the last 7 years (i.e., since January 2019). Key Experts will not be evaluated at the shortlisting stage. The Roads Department reserves it's right to verify submitted references and use obtained information for evaluation purposes. The shortlist will contain not fewer than five (5) and not more than eight (8) eligible firms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025, seventh edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any payment in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the Employer under the contract. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
