Description
The City seeks professional services from a qualified and experienced consulting firm to prepare an electrical system study and perform a comprehensive assessment of the HCTP systems (electrical, mechanical) and develop an assessment report (PDR) outlining the recommendations from the analysis in order for the City to be in compliance with NFPA 820 and 70E. Typical electrical systems at the HCTP are: motor control centers, switchboards, electrical panels, motors for pumps, motorized equipment, electrical generators, etc. Portions of the plant have fire/explosion hazards which should be included in the analysis such as the anaerobic digesters and the headworks. The plant is served by Southern California Edison for utility power; however, there are also two standby engine generators that power the HCTP in the case of a power outage. Review of the NFPA requirements for the electrical and mechanical systems associated with the existing ventilation system at the different facilities at the site is also included. The assessment report recommendations will be used to compile a design project set of plans and specifications (separate project). A previous arc flash/shock hazard assessment study was performed in 2009 and that is included in Appendix B. The requested services shall include but not be limited to: coordination with HCTP staff and City engineering staff; research/review of the record drawings and site conditions; performing condition assessments of the electrical (power distribution and electrical load centers, etc.) and mechanical systems; preparation of a draft document of the NFPA classification assessment study findings as well as the proposed modifications to achieve compliance for the HCTP electrical/mechanical systems; attendance at monthly coordination meetings as needed with the City’s Project Manager; coordination of and attendance at a workshop to provide the draft recommendations; incorporation of the draft recommendations into a final NFPA classification compliance report document. Once the assessment recommendations are known, the City will seek the services of a firm to prepare construction ready plans and specifications for the identified improvements.
