RFP #WMARC-495 - ENVIRONMENTAL SITE INVESTIGATION SERVICES

The County of Riverside Purchasing Department on behalf of the Department of Waste Resources (DWR) and in collaboration with the City of Cathedral City and Palm Springs Cemetery District (collectively, the Parties) is seeking proposals from competent parties qualified in providing Environmental Site Investigation services in compliance with the Regional Water Quality Control Board – Colorado River Basin (RWQCB-CRB) Technical Reporting Order R7-2025-0020-01, which is included as part this RFP and is accessible through the link below. The Parties are seeking a qualified firm to conduct an Environmental Site Investigation and develop a Site Investigation Report for the Cathedral City Landfill (CCL). The selected consultant is expected to thoroughly review Technical Order R7-2025-0020-01 and all applicable historical technical documents as part of the Environmental Site Investigation. DWR provided links to all applicable historical technical documents, including past Solid Waste Assessment Test (SWAT) reports, where the selected consultant may access and download all applicable historical documents. The Cathedral City Landfill (CCL) is partially located within the city limits of Cathedral City at the Northeast intersection of Da Vall Drive and 30th Avenue within the County of Riverside, as shown in the Vicinity Map. The CCL consists of an unlined waste management unit (WMU) that has received the following types of waste: class III nonhazardous solid waste and septage waste that constitutes a class II waste in accordance with Water Code Section 13173.5 and California Code of Regulations Title 27 §20005 et seq. A detailed site history, as compiled by the RWQCB-CRB, is provided in Technical Order R7-2025-0020-01, which may be accessed through the link below. The RFP's use of the language and contents in the Technical Order R7-2025-0020-01 and any RFP references to such matters as “contaminants” and descriptions of past actions of the Parties is for informational and RFP purposes only and is not an admission or agreement of any of the Parties with such matters or with the contents or characterizations of the Technical Order R7-2025-0020-01.
