Technical Planning Services in Support of the New Jersey State Development & Redevelopment Plan Cross-Acceptance Process for Burlington, Camden, Gloucester, and Mercer Counties

The Delaware Valley Regional Planning Commission (DVRPC) is seeking proposals from qualified planning consultant firms to provide planning support activities to DVRPC’s four (4) New Jersey county planning departments in Burlington, Camden, Gloucester and Mercer counties. The county planning departments in these four (4) counties have small staffs which require planning consultant assistance to respond to a variety of planning initiatives and requirements. DVRPC will contract with a firm(s) to support augmenting planning activities managed by each of the four (4) county planning departments. The planning tasks for this Request for Proposals (RFP) include assisting with the New Jersey State Development and Redevelopment Plan (SDRP) Cross-Acceptance Process, including municipal outreach, reviewing county and municipal master plans for consistency with the State Development and Redevelopment Plan, and conducting the negotiation process. This work is anticipated to take place between June and December 2024. DVRPC prefers to contract with either one (1) consultant firm (with any subcontractors) for all four (4) counties, or two (2) consultant firms (with any subcontractors) that would cover the four (4) counties. Depending on the proposals submitted, DVRPC may contract with up to four (4) firms, with one (1) firm per county. Not part of this RFP, but to alert prospective firms to future related consulting work for the four (4) New Jersey counties, there will be initiatives prioritized during the cross acceptance process (such as updating elements of master plans) and additional projects that the counties require assistance on based on county policies and priorities, such as climate change, environmental protection, transportation, land use, economic development, community engagement, equity and grant writing to implement recommendations from plans. DVRPC expects to issue additional RFPs for work supporting the New Jersey county planning departments, starting January 2025.
