(1) Vendor needs to provide automatic passenger counter (APC) system.– The APC system shall provide reliable, repeatable, and defensible passenger count data suitable for daily operational use as well as statistical sampling and reporting consistent with federal transit administration (FTA) and national transit database (NTD) requirements.– The APC system shall utilize commercially proven technology specifically designed for public transit applications.– The proposed technology may utilize infrared sensors, stereoscopic vision, artificial intelligence, time–of–flight sensors, 3D imaging, or other transit industry accepted passenger counting technologies.– Provide a fully functional software platform capable of collecting, processing, validating, storing, analyzing, and reporting APC data.– Provide a complete turnkey APC solution including:• APC hardware.• Vehicle installation.• Software platform.• Cloud or hosted services (if applicable).• Mobile communications integration.• Data storage.• System configuration.• Calibration.• Testing.• Validation.• Training.• Documentation.• Software maintenance.• Firmware updates.• Ongoing customer support.(2) All the questions must be submitted no later than October 30, 2026.
