(1) Vendor needs to provide consolidation feasibility and strategic readiness study services.Task 1 – Project initiation, work plan, and data strategy:– Conduct a project kick–off meeting with the Board and designated project representatives.– Confirm the project scope, schedule, methodology, roles, communication protocols, decision points, and deliverables.– Develop a comprehensive work plan identifying tasks, responsible personnel, milestones, deliverables, and dependencies.Task 2 – Current operational assessment.Task 3 – Staffing, workforce, scheduling, and labor analysis.Task 4 – Technology, interoperability, and cybersecurity.Task 5 – Governance, organizational structure, legal–issue identification, and accountability.Task 6 – Financial, funding, cost allocation, and lifecycle analysis.Task 7 – Facilities, co–location, resiliency, and disaster recovery.Task 8 – Training, quality assurance, performance, and accreditation readiness.Task 9 – Legislative, regulatory, and regional readiness.Task 10 – Alternative response, coordination, and emerging technology.Task 11 – Options development, comparative analysis, and implementation pathways.(2) All the questions must be submitted no later than September 4, 2026.(3) Pre–proposal opportunity will be held on September 7, 2026.
