Description
The City of Cleveland (City), Civil Service Commission, through this Request for Proposal (RFP), is soliciting proposals from qualified Proposers to provide Fit for Duty Behavioral and Psychological Evaluations for Public Safety and any/all General Government Positions and Pre-Employment Behavioral and Psychological Evaluation Services for Public Safety Uniformed Personnel. The personnel to be evaluated are potential Academy appointees for the Department of Public Safety Divisions of (i) Police (Patrol Officers); (ii) Fire (Firefighter); and (iii) Emergency Medical Services (“EMS”) (Emergency Medical Technicians and Paramedics). The goal of the requested service is to provide a proven assessment and evaluation solution that meets the requirements and expectations of the City and best practices of 21st century psychological and behavioral health concepts as utilized for Public Safety candidate evaluation. The Fit for Duty Evaluations based on the Incapacity or inability of an employee to perform the duties of the officer employee’s classification due to mental condition. Wherever a reasonable question is raised as to the mental ability of an officer or employee to perform the duties required within his/her classification. The appointing authority shall then determine, based on the duties of the officer or employee’s classification and the report of the officer or employee’s condition, the capacity or ability of the officer or employee to continue or resume employment. Proposers should be aware that On June 12, 2015, the City and the Department of Justice (DOJ) entered into an agreement mandating sweeping changes to address excessive use of force and other misconduct by Cleveland police officers. Paragraph (¶) 300 in the agreement states: “To maintain high-level, quality service, ensure officer safety and accountability, and promote constitutional, effective policing, CDP will review and revise as necessary its recruitment and hiring program to ensure that CDP successfully attracts and hires a diverse group of qualified individuals.” ¶304 states those individuals will, “…possess strategic thinking and problem-solving skills, emotional maturity, interpersonal skills, and the ability to collaborate with a diverse cross-section of the community.” Finally, ¶308 states, “CDP will continue to require all candidates for sworn personnel positions, including new recruits and lateral hires, to undergo a psychological… examination to determine their fitness for employment.” You can find the entire Settlement Agreement document here:
