The City of Manhattan Beach (“City”) invites sealed proposals on the project described herein to be submitted via the City’s e-Procurement Portal, Procurenow. Proposals will be received until 'Proposal Submission Time on 'Proposal Submission Date . Project Area 2803 Pacific Avenue, Manhattan Beach, CA. See Appendix E for Location Map. All questions must be submitted through OpenGov on the website provided in Section 1, Instructions to Proposers. Proposers may not contact any other staff members with questions. OPTIONAL Pre-Proposal Meeting is scheduled for Monday, December 2, 2024, at 10:00 a.m. at the Pacific Sewer Lift Station site located at 2803 Pacific Avenue, Manhattan Beach, CA 90266. Proposers must notify the City of any ambiguity, inconsistency or error they may find. All questions about the RFP must be submitted through OpenGov by the deadline. Any changes or corrections to the original RFP or any other information that will affect the completion of the award will be incorporated into an addendum that will be disseminated and posted on OpenGov on the website provided in Section 1, Instructions to Proposers. Proposers are responsible for ensuring that they have received any and all addenda to the RFP. It is the Proposer’s responsibility to actively check the City’s website for addenda to the RFP, and each Proposer is responsible for verifying that it has received all issued addenda to the RFP. Project Information Introduction The City of Manhattan Beach is located within the southwestern coastal portion of Los Angeles County in what is commonly referred to locally as the “South Bay” area. The City is bounded on the north by El Segundo, on the east by Hawthorne, on the east and south by Redondo Beach, on the south by Hermosa Beach, and on the west by the Pacific Ocean. The City is a beach community with approximately 2.1 miles of beachfront. The City has a total land area of 1,788 acres (3.88 square miles). The City is bound by Rosecrans Avenue on the north, Aviation Boulevard on the east, Artesia Boulevard on the south and the Pacific Ocean on the west. Sepulveda Boulevard (State Highway 1) runs north-south through the middle of the City. The City seeks an experienced consultant to assist the City with the inspection and special inspections and/or construction management for upcoming wastewater capital improvement project(s): Pacific Sewer Lift Station Conversion to Gravity Line Project (Project No. S-265). The City is the administering agency for the construction of this project. Responses to this RFP shall contain inspection and/or construction management fees, as further described below, for Project No. S-265 only. Consultant to work closely with Public Works staff to ensure that the Project(s) are executed in a timely manner. Specifically, the City is soliciting proposals for inspection services for trenchless technology sewer gravity pipeline installation, shoring (deepest is approximately 70-feet), new deep manholes, lift station demolition, force main abandonment, and source material inspections. In addition, inspection of more typical right-of-way construction including, but not limited to, sidewalk, utility relocation/connection, driveways, curb and gutter, irrigation, and signs. The projects are all in highly visible areas and heavily trafficked local major roadways with one portion of traffic control at a 5-way stop sign intersection. Responses to this RFP shall contain inspection and construction management fees itemized per Project with a Grand Total not-to-exceed Fee.
