Request for Quotations – Non-Consulting Services (RFQ) Project Name: World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project) Contract Name: Emergency Response Exercises for Public Health Emergencies at Ports of Entry, Development of Training Materials, and Health Quarantine Skills Competition Contract No.: HN-NS-12 Date of Invitation: August 31, 2026 Client: Haikou Customs District, People’s Republic of China 1China CNTIC Tendering Co., Ltd. (the “Procurement Agent”), on behalf of Haikou Customs District, People’s Republic of China (the “Client”), hereby invites you/your company to submit a quotation for the services described in Appendix A: Requirements of this Request for Quotations. However, if you/your company has participated in the preparation and development of Appendix A: Requirements covered by this Request for Quotations, you/your company will be disqualified. To assist you/your company in preparing your quotation, the Requirements, Quotation Form, and Contract Form are enclosed herewith. 2However, if you/your company falls under any of the following circumstances, your quotation shall not be considered: (a) the services to be provided by you/your company originate from a country that is not an eligible source country as determined by the World Bank; or (b) you/your company is affiliated with a firm that prepared the Requirements or participated in the preparation of the Project; or (c) you/your company is owned by the Client; or (d) you/your company is currently sanctioned by the World Bank for a period determined by the World Bank under its prevailing sanctions policies and procedures, as referred to in paragraph 2.2(d) of Chapter VI, “Fraud and Corruption,” of the World Bank’s Anti-Corruption Guidelines and Sanctions Framework; or (e) you/your company is prohibited from purchasing services from your country or making any payments to individuals or entities in your country pursuant to a decision of the United Nations Security Council under Chapter VII of the Charter of the United Nations. 3.Qualification Requirements: Requirements for the Service Provider 1The Service Provider shall be a legally registered and valid legal entity or other organization. A copy of the business license or the Certificate of Legal Person of a Public Institution (or an equivalent valid certificate corresponding to the Service Provider’s organizational form) shall be provided; 2The Service Provider shall not be included in any list of enterprises with a record of dishonesty. Screenshots of the relevant search results from the following websites shall be provided, demonstrating that the Service Provider is not included in: the list of entities subject to serious violations of law and dishonesty in relation to taxes or the record of serious violations of law and dishonesty in government procurement on the “Credit China” website (www.creditchina.gov.cn); the list of entities with serious violations of law and dishonesty in government procurement on the China Government Procurement website (www.ccgp.gov.cn); or the list of dishonest judgment debtors on the China Enforcement Information Disclosure website (zxgk.court.gov.cn); 3The Service Provider shall have relevant experience in providing the required services (basic service capacity requirements) and shall provide a commitment letter in a format of its own choosing; 4The Service Provider shall provide supporting documents for similar project experience undertaken during the past three years (from January 1, 2023 to the quotation submission deadline), including relevant experience in exhibition and event services, video and film production, emergency training, safety and technical consulting, or other similar services. The supporting documents shall include, at a minimum, copies of the key pages of the relevant contracts, which shall clearly indicate key information such as the name of the entity, scope of services, and contract signing date. 4You/your company shall submit the quotation in accordance with the following instructions and procedures and the terms and conditions of the Contract. 4.1 Preparation of Quotations (a) Your quotation shall cover all items specified in the Requirements and shall be submitted only using the attached Quotation Form. The currency for the quotation and payment shall be Renminbi (RMB). (b) For the above-mentioned items, you/your company shall submit a quotation package consisting of the quotation and relevant qualification and performance supporting documents (including the Quotation Form, the corresponding documents required under the aforementioned “3. Qualification Requirements,” and any other supporting documents that you/your company considers necessary to submit). The quotation package shall be typed or written in indelible ink, affixed with the official seal of you/your company, and signed or stamped by the legal representative or authorized representative. If the Quotation Form is not signed (or stamped) and affixed with the official seal of you/your company, the quotation will not be considered further. (c) You/your company shall submit one (1) bound original copy of the quotation package, clearly marked “Original.” In addition, you/your company shall submit two (2) copies of the quotation package, clearly marked “Copy.” At the same time, the electronic files of the quotation package, including a scanned PDF version bearing the required seals and an editable Word version, shall be stored on a USB flash drive, properly sealed, and submitted together with the hard-copy quotation package. In the event of any discrepancy between the electronic version and the hard-copy quotation package, the hard-copy quotation package shall prevail. In the event of any discrepancy between the original and the copies of the hard-copy quotation package, the original hard-copy quotation package shall prevail. (d) Your quotation shall remain valid for ninety (90) days from the quotation submission deadline. If you/your company withdraws the quotation during the validity period and/or refuses to accept the Contract upon contract award, you/your company will be excluded from the list of service providers for this Project for a period of one (1) year. 4.2 Submission and Opening (a) The quotation package submitted by you/your company (including the Quotation Form and relevant supporting documents) shall be submitted no later than 09:30 a.m. on September 15, 2026 (the quotation submission deadline). The required documents shall be duly signed and affixed with the official seal, sealed in an envelope, and submitted to the following address: Meeting Room 1613, 16th Floor, Jingcheng Electromechanical Building, No. 59, Middle Section of East Third Ring Road, Chaoyang District, Beijing Attn.: Yang Gengxu and Liu Shuang Tel.: 010-87945198-512, 509 (b) The quotations will be publicly opened at 09:30 a.m. on September 15, 2026 at Meeting Room 1613, 16th Floor, Jingcheng Electromechanical Building, No. 59, Middle Section of East Third Ring Road, Chaoyang District, Beijing, in the presence of representatives of service providers who choose to attend. Late quotations will be rejected. 4.3 Evaluation and Comparison (a) Quotations determined to be substantially responsive to this Request for Quotations will be evaluated by comparing their quoted prices. A quotation shall be considered non-responsive if it contains any material deviation from or reservation to the terms, conditions, and specifications of this Request for Quotations. (b) In evaluating the quotations, the Client will make adjustments for any arithmetic errors as follows: (i) If there is a discrepancy between the amount in figures and the amount in words, the amount in words shall prevail; (ii) If there is a discrepancy between the unit price (where applicable) and the total price for an item (calculated by multiplying the unit price by the quantity), the unit price quoted shall prevail; and (iii) If you/your company refuses to accept the correction, your quotation shall be rejected. 4.4 Contract Award (a) The Client shall award the Contract to the service provider whose quotation has been determined to be substantially responsive to this Request for Quotations and whose quoted price is the lowest. (b) The Client shall, within twenty-one (21) days after the date of submission of the quotations by the service providers, issue a notification of award to the successful service provider, together with a Quotation Acceptance Letter signed by the Client’s authorized representative. The original and a copy of the Quotation Acceptance Letter shall be retained on file for inspection and audit purposes. (c) The successful service provider shall sign the Contract in accordance with the Terms and Conditions of Contract set forth in the Appendix. If the World Bank determines that the service provider recommended for contract award and/or its employees have, directly or indirectly, engaged in corrupt, fraudulent, collusive, coercive, or obstructive practices in connection with the competition for or performance of the Contract, the World Bank will reject the recommendation for contract award and may impose sanctions or take other remedial measures against the parties concerned. At the time of quotation submission, you/your company shall not be included on the World Bank’s sanctions list. Pursuant to the World Bank’s prevailing sanctions policies and procedures as referred to in paragraph 2.2(d) of Chapter VI, “Fraud and Corruption,” of the World Bank’s Anti-Corruption Guidelines and Sanctions Framework, firms or individuals sanctioned by the World Bank shall be ineligible, for the period determined by the World Bank, to participate in any procurement activities under World Bank-financed projects, be awarded a World Bank-financed contract, or benefit from a World Bank-financed contract. 8Neither you/your company nor any of your/your company’s joint venture members (where applicable), affiliates, parent companies, subsidiaries, or sub-subsidiaries (including any subcontractors or suppliers for any part of this Contract) has been or is suspended, debarred, declared ineligible, or blacklisted by the country in which the Client is located, any international organization, or any other donor agency. If charged or convicted, please provide details: (a) Nature of the offense/violation: __________________ (b) Court/Jurisdiction: __________________ (c) Judgment (i.e., dismissal, settlement, conviction/sentence): __________________ (d) Other relevant details: __________________ 10.You/your company understands that if you/your company or any of its joint venture members, affiliates, parent companies, subsidiaries, or any subcontractors or suppliers is suspended, debarred, or declared ineligible to do business with the World Bank or any other multilateral development bank, the country in which the Client is located, any international organization, or any other donor agency, or if any of your/your company’s key personnel or officers is charged with or convicted of any criminal offense or violation/infringement of any provision punishable by imprisonment, you/your company is obligated to notify the World Bank. 11.In accordance with the World Bank’s Anti-Corruption Guidelines, any misrepresentation made intentionally or negligently, or any attempt to mislead, may result in the automatic rejection of the quotation or cancellation of the Contract (if already awarded), and may also result in remedial measures. 12.You/your company (the Quotationer) shall not have a conflict of interest. Any Quotationer found to have a conflict of interest shall be disqualified. A company shall be considered to have a conflict of interest if: a. The goods, works, or non-consulting services provided by the company originate from or are directly related to consulting services provided by the company or any of its affiliates (an affiliate directly or indirectly controls, is controlled by, or is under common control with the company) for the preparation or implementation of the Project. This provision does not apply to various firms (consultants, contractors, or suppliers) jointly undertaking the contractor’s obligations under a turnkey or design-and-build contract; or b. The company, including its personnel, has a close business or family relationship with professional staff of the Borrower, the Project Implementing Agency, any recipient of a portion of the World Bank loan, or any other agency representing the Borrower, where such professional staff: i. directly or indirectly participated in the preparation of the procurement documents or contract specifications and/or the evaluation process for the Contract; or ii. will participate in the implementation or supervision of the Contract, unless the conflict arising from such relationship has been resolved in a manner acceptable to the World Bank throughout the procurement process and contract implementation; or c.
