(1) Vendor needs to provide street outreach program service.  • Provide outreach, education, services, and referrals to help youth under the age of 22 who have left home due to family conflict or other crisis, are experiencing homelessness, and are living on the street, to leave the streets by identifying safe and appropriate shelter. • Build relationships between street outreach workers and eligible youth to help them move them into safe, stable housing or emergency shelter, refer them to appropriate treatment and resources, work towards permanency including family reunification where possible, and/or prepare them for independence. • Provide a youth–friendly environment fostering trust and providing safe spaces for all youth. • Consider the safety and needs of victims of human trafficking and victims of domestic violence.  • Provide available and easily accessible transportation to shelter
