(1) Vendor needs to provide professional plan consulting services to the government authority located in Monroe, MI. – Create and implement a new comprehensive plan to replace the agency's existing master plan. • Design public engagement sessions designed to gather input from residents, business owners, property owners, related working groups, etc.– Conduct a community–wide survey to collect feedback regarding design preferences and other types of feedback may be a type of community engagement tool utilized, but it may not be the only engagement tool utilized during the project.• Review of the current master plan, zoning ordinances, housing and economic development plans, available GIS data and any other related documents.• Develop an implementation plan for council and other relevant agency commissions and boards to reference with short, intermediate and long–term goals.(2) All the questions must be submitted no later than October 23, 2026. (3) Pre–bid teleconference will be held on October 15, 2026.
