(1) Vendor needs to provide professional strategic planning and community needs assessment services.– Facilitate the development of a new five–year strategic plan, informed by a rigorous community needs assessment and market study.– Demographic diversification and inclusion: Assessing service models and market penetration to better engage an increasingly diverse and evolving community.– Modern service delivery and community engagement: Defining sustainable, contemporary service approaches that balance on‑site library usage with growing digital and remote engagement needs.– Geographic growth and facilities planning: Analyzing service gaps in rapidly developing areas, assessing geographic market trends, and evaluating physical and digital access points beyond the main library campus.– Consultant shall ensure that all strategic analysis, market study interpretation, community engagement synthesis, narrative writing, recommendations, and all draft and final planning documents are created solely through human–generated work.(2) All questions must be submitted no later than October 7, 2026.(3) The contract period will be for five years.
