(1) Vendor needs to provide advisory, systems engineering, technical assistance, and program management support to the government authority located in Fort Meade, MD.• Provide highly specialized advisory support across the full spectrum of EMS IT Modernization activities.• The contractor shall deliver subject matter expertise, systems engineering, product management support, mission analysis, modeling and simulation validation, testing, training coordination, interoperability planning, and business operations support• Key objectives include:– Supporting the transition of legacy spectrum workflows into AI–assisted, automated workflows on agency.– Providing technical and mathematical validation of Radio Frequency (RF) propagation and electronic warfare models.– Enabling seamless data exchange and interoperability between the MSS, Joint Command and Control (JC2), and Joint Tactical Fires systems.– Supporting the design and validation of resilient capabilities for Denied, Disrupted, Intermittent, and Limited (DDIL) environments via the JOE Cloud.– Evaluating the data pipeline, supporting ontology development, analyzing requirements, and roadmap development– Supporting requirements analysis, roadmap development, and acquisition documentation in accordance with DoDI 5000.87 (Software Acquisition Pathway). – Providing technical and analytical support for the establishment of a unified End–to–End EMS data layer and ontology.– Assisting with the planning and execution of legacy system migration and decommissioning activities.(2) The contract period will be for one year.
