(1) Vendor needs to provide strategic plan development service. – Develop a comprehensive five–year strategic plan (FY 2029–2034) to guide agency’s evolving work and anticipate regional transit needs. • Project initiation and management:– Conduct an in–person kickoff meeting with agency senior staff.– Finalize project plan, schedule and coordination approach.– Develop a stakeholder engagement strategy aligned with agency committees and partners.• Organizational assessment and environmental scan:– Review agency’s current governance, strategy, organizational documents and frameworks.– Assess external trends (funding, policy, technology, mobility innovation).• Stakeholder engagement and focus groups – Engage in a series of conversations with stakeholders to:– Collect information on and prioritize how agency can provide added value to the region.– Assess agency’s strengths and gaps in supporting these priorities.– Evaluate coordination and partnership effectiveness.– Identify future organizational structure and staffing needs.– Gather input on strategic priorities and emerging challenges.• Strategic framework and organizational design: Validate existing or develop any proposed changes to:– Vision, mission and values– Strategic priorities and goal areas– Bylaws (governance and committee alignment)– Organizational structure (commissioners and staff)– Resources• Strategic plan development: Develop a draft strategic plan and implementation roadmap.– Develop detailed strategic initiatives aligned with agency’s key roles: Financial stewardship, Regional coordination, Technical expertise and research, etc.– Develop a phased implementation roadmap for the five–year period.• Final plan and adoption support: Prepare final plan and supporting materials.(2) All the questions must be submitted no later than September 23, 2026. (3) An optional pre–bid meeting will be held on September 8, 2026.
