(1) Vendor needs to provide cost–of– study, rate design and dynamic pricing services to the government authority located in California.• Cost–allocation methodologies, customer–class cost responsibility, rate design, dynamic–pricing opportunities, and long–term product strategy.• Independent System Operator market costs, programs, administrative expenses, reserves, risk management, financing, and applicable regulatory or legislative impacts.• Review historical financial, operational, procurement, load forecast, and customer data.• Functionalize, classify, and allocate costs using accepted electric utility and public power methodologies.• Develop customer–class load profiles and allocation factors using available Advanced Metering Infrastructure, interval, Modal Dissipating Energy Flow, billing determinant, peak demand, and load–factor data.• Evaluate cost responsibility and revenue recovery by customer class, including applicable net energy metering and successor tariffs.• Develop rate alternatives aligned with Community Power’s Rate Development Policy, including base rates, time–of–use structures, discounts, riders, phase–ins, and other appropriate adjustments.• Develop conceptual rate–design recommendations and supporting analyses demonstrating revenue adequacy by customer class and systemwide.(2) All questions must be submitted no later than November 20, 2026.
