April 22, 2024 To Whom It May Concern: The City of Cleveland , through its Director of Human Resources is soliciting proposals from qualified firms interested in providing Prescription Drug Coverage for the City. Subject: Request for Proposal (RFP) for Prescription Benefit Manager Services The City of Cleveland is seeking proposals from qualified Prescription Benefit Manager (PBM) vendors to provide comprehensive pharmacy benefit management services. Our organization is committed to ensuring that our employees have access to high-quality, cost-effective prescription drug benefits. We are particularly interested in a vendor that can offer competitive pricing, robust rebate programs, and effective clinical programs to enhance the overall health and well-being of our members. The purpose of this RFP is to solicit detailed proposals from PBM vendors who can meet our organization's specific needs. The selected vendor will be responsible for managing our prescription drug benefits, including pricing negotiations, rebate programs, and the implementation of clinical programs to improve health outcomes. This RFP outlined for City of Cleveland Procurement Requirements, secondly Prescription Benefit Management Interrogatories. All electronic submissions must be received no later than 5:00 p.m. local time on Wednesday, May 15, 2024 in the OpenGov system. No proposals will be accepted after that date and time unless the City extends the deadline by a written addendum. The City reserves the right to reject any or all proposals or portions of them, to waive irregularities, informalities, and technicalities, to re-issue or to proceed to obtain the service(s) desired otherwise, at any time or in any manner considered in the City’s best interests. The Director may, at his/her sole discretion, modify or amend any provision of this notice or the RFP. The City reserves the right to review details of services with potential vendors to ensure system compatibility prior to contract award. The City may conduct Finalist meetings the 3 rd week of June 2024. It is anticipated that the contract will be effective no later than January 1, 2025.
