REQUEST FOR EXPRESSION OF INTEREST (REOI) SELECTION OF AN INDIVIDUAL CONSULTANT (ADVERTISEMENT) 17 July 2025 The Project South Tarawa Sanitation Project (STSP) Assignment Title Environmental Safeguard Officer (Open/National) Reference No. KI-MISE-559647-CS-INDV The Ministry of Infrastructure and Sustainable Energy (MISE), Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project ( STSP) - P176108 and intends to allocate part of the proceeds for the procurement of consulting services. The consulting services (“the Services”) include services as STSP Environmental Safeguard Officer . The Consultant will be recruited for an initial period of one (1) year, with the possibility of extension subject to satisfactory performance. It is anticipated that the Consultant will commence duties in Q3 2026 on a full-time basis. A Time-Based Contract will be signed based on the agreed monthly rate. The detailed Terms of Reference (TOR) for the assignment can be requested through electronic email to oritita.abiete@mise.gov.ki, and copy to spc@mise.gov.ki and pm.stsp@mise.gov.ki The MISE now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Qualification, Skills and Experience Essential Tertiary qualifications (Bachelor's degree or equivalent) in one of the following fields such as environmental science, engineering, biodiversity, and geoscience At least two (2) to three (3) years of relevant work experience in environmental risk management Fluency in English and the ability to communicate effectively verbaly and in writing and Working knowledge of te taetae ni Kiribati Experience of working in Kiribati Additional Desirable Requirements Experience working in the water and sanitation sector (or similar) and on development partner financed projects Demonstrated understanding of relevant Kiribati Government procedures and regulations related to environmental management Demonstrated ability to meet competing and multiple deadlines Demonstrated good capacity in performing operational and analytical tasks, ability to work in teams, train and share knowledge with project and counterpart staff Proven experience in managing projects with diverse stakeholders and meeting deadlines A clean police record and a valid driver’s license Excellent professional oral and written communication, including via email, audio/video conference, and face-to-face with Government officials and multilateral/bilateral partners Ability to work independently, to plan and complete assignments in a timely manner, and report effectively on the work performed Ability to effectively use email and Microsoft Office applications (Word, Excel, PowerPoint, Outlook, MS Project) Reporting skill: Demonstrated high-quality reporting skills working knowledge in the World Bank’s environmental safeguards policies and the principles and implementation processes and procedures on development projects Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by submission of a Cover Letter or Expression of Interest (EOI), curriculum vitae with description of experience in similar assignments, similar conditions, etc. and with supporting documents. The deadline for submission of EOIs is 31 July 2026 . The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Submission is to be made by email to the Secretary of Ministry of Infrastructure & Sustainable Energy, Dr Farran Redfern (secretary@mise.gov.ki) and copy to Areke Alexander Tiareti (pm.stsp@mise.gov.ki), Oritita Abiete (oritita.abiete@mise.gov.ki ) and Kwadwo Antwi Gyasi ( spc@mise.gov.ki ) .
