(1) Vendor needs to provide financial audit services to the government authority located in San Bernardino, CA.– The engagement will assess the fiscal integrity of transactions and financial reports and compliance with the grant agreement, approved budget, applicable laws and regulations, city policies.– Audit planning and risk assessment:– Meet with city and police department staff; review the grant agreement, approved application and budget, amendments, correspondence, prior monitoring results, policies, organizational responsibilities, and relevant accounting records; identify significant compliance requirements and areas of higher risk; and provide a written audit plan and request list before fieldwork.– Financial and compliance testing:– Examine grant revenues, expenditures, reimbursements, accruals, adjustments, and reported balances.– Reconcile financial reports and invoices to the general ledger and supporting records.– Contractors subrecipients and records access:– Review the City's monitoring of grant–funded contractors and subrecipients, if any, for reasonable assurance of compliance with applicable award conditions.(2) All the questions must be submitted no later than October 15, 2026.(3) Pre–bid meeting will be held on October 13, 2026.
