EXTRA-75965 - USA (Hillsborough, North Carolina) - System Development Fee and Rate Model Update Services - Deadline October 2,2026

(1) Vendor needs to provide system development fee and rate model update services to the government authority located in Hillsborough, NC.– Currently charges a system development fee as a one–time capital recovery charge assessed against new development to recover a proportional share of the costs of capital facilities. – Qualifications to prepare a water and sewer rate model that reflects system development fee scenarios, if needed.– A rate model analysis may not be included in the base scope but could be added at a later date.– Selected consultant may be requested to provide information for required public hearings associated with out–of–town rates.– A fee analysis consistent with current laws in a format that can be posted on the town’s website for 45 days.– A rate model that can be modified by town staff during subsequent budget cycles, as needed.– Maps of system development fee areas for adoption by the town, if structured in this manner.(2) All the questions must be submitted no later than September 18, 2026.
