– Vendor needs to provide professional creation impact fee structure and capital improvements plan services to the government authority located in Batesburg–Leesville, SC. – Provide impact development fee schedule or associated capital improvement plan for general fund departments.– Complete research and assist in creation of an impact fee structure and capital improvements plan for the town of general fund activities.– Data Collection and Review:• Perform the Impact Fee study, and recommend an economically and legally supportable set of impact fees related to parks and recreation, police and fire protection, municipal facilities and equipment, transportation improvements, and any other improvements identified during the study.– Fee Calculation and Analysis:• Provide for the identified infrastructure needs to support the anticipated growth in the Town over a 20–year period.– Draft Impact Fee Study:• Provide a report that documents the fee study results, including, the overall methodology, findings, supporting justification, recommended fees and the calculations that provide the legal nexus between fee implementation and infrastructure improvements.
