Request for Expressions of Interest (Consulting Services – Selection of Firms) People’s Republic of China World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project) Loan No.: 9084-CN Procurement No.: 0733-26094168 Assignment Name: Establishment and Promotion of Community Pilot Sites for Sustainable Vector Control in Tropical Areas Based on the One Health Approach Contract No.: HN-FC-84 The Government of the People’s Republic of China has received a loan from the World Bank toward the cost of the World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to payments for consulting services. The consulting services (hereinafter referred to as the “Services”) mainly include the following: The consulting service period is 12 months after the contract is signed and becomes effective, and the expected commencement date of the consulting services is December 2026. The Services consist of, but are not limited to, the following 13 tasks: Preparation of the implementation plan; Selection and pre-assessment of community pilot sites; Conducting training activities; Routine mosquito prevention and control; Health education; Mosquito monitoring; Preparation of training reference materials and technical manuals; Development and maintenance of the data platform; Establishment and improvement of a multi-sectoral joint prevention and control mechanism at the community level; Development of evaluation indicators and management standards; Final evaluation of sustainable vector control communities and awarding ceremony; Provision of policy recommendations and suggestions; Data analysis and summary. The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest. Hainan Provincial Disease Control Bureau (hereinafter referred to as the “Client”) now invites eligible consulting firms (“Consultants”) to express their interest in providing the consulting services. Interested Consultants shall provide relevant supporting documents in accordance with the following requirements. The Expression of Interest (i.e., the proposal document) shall include, at a minimum, the following: A brief introduction of the consulting firm, including its organizational structure, staffing information, etc. The Letter of Authorization, identification documents of the legal representative and the authorized representative; if the Consultant is a joint venture, the joint venture agreement shall also be provided (format to be prepared by the Consultant). The Consultant shall provide a copy of its relevant business license or Certificate of Legal Person of Public Institution. If the Consultant is a state-owned enterprise or public institution, it shall provide its Articles of Association or the approval document for its establishment, as well as the audited financial audit report and financial statements for the year 2025 (including, at a minimum, the balance sheet, cash flow statement, and income statement/profit and loss statement), or the “internal financial statements of the entity” for 2025, or the final account report approved by the competent authority, or other equivalent supporting documents. (If the Consultant is a newly established entity and is unable to provide the above-mentioned documents for 2025, it shall provide financial statements and other relevant documents since its establishment.) The Consultant shall have a good track record and reputation and shall provide a “Commitment Letter on Good Track Record and Reputation” (in a self-prepared format) affixed with the official seal of the entity. The Consultant shall have successfully completed at least two similar projects during the past five years (from January 1, 2021 to the deadline for submission of documents). Similar projects refer to consulting assignments in areas including, but not limited to, infectious disease prevention and control, public health risk assessment, establishment of various pilot programs, tropical disease research, or disease surveillance and early warning. The contract amount of each project shall be no less than RMB 1 million. The Consultant shall submit supporting documents for relevant experience, including: Copies of key pages of the contracts, which shall at least demonstrate key information such as the contract date, contract amount, scope of services, and signatures/seals of both parties; Acceptance documents demonstrating that the projects have passed evaluation and acceptance; and Supporting documents proving that payments have been received by the Consultant. Other documents that the Consultant considers necessary to provide (if any). Key experts will not be evaluated at the shortlisting stage. Interested Consultants should pay attention to the provisions regarding the World Bank’s conflict of interest policy set forth in paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (November 2020 edition). Consulting firms may associate with other firms to enhance their qualifications; however, they shall clearly indicate whether such association is in the form of a joint venture and/or subcontracting arrangement. If a joint venture arrangement is selected, all members of the joint venture shall meet the “Consultant Qualification Requirements” specified in this Request for Expressions of Interest. If the joint venture Consultant is selected, all parties of the joint venture, as well as any subcontracted Consultants, shall be jointly and severally liable for the entire contract. The Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method specified in the Procurement Regulations. Further information may be obtained during working hours from 9:00 to 17:00 on business days by contacting CITIC International Tendering Co., Ltd. Expressions of Interest must be delivered in writing (by hand delivery, mail, or email) to Room 1817, 18/F, No. 59 Dongsanhuan Middle Road, Chaoyang District, Beijing, before 17:00 on October 22, 2026 (the deadline for submission of Expressions of Interest). Consultants are recommended to submit hard-copy Expression of Interest documents. If submitting hard copies (sealed and bound), the submission shall include one (1) original copy and four (4) copies, together with a USB flash drive containing a scanned PDF version of the signed and stamped original Expression of Interest and an editable Word version (the content of which shall be consistent with the scanned original copy). In case of any discrepancy between the electronic version and the hard-copy version, the hard-copy version shall prevail. If submitting by email, please send the scanned PDF version of the signed and stamped original Expression of Interest and the editable Word version (the content of which shall be consistent with the scanned original copy).
