REPUBLIC OF ANGOLA Ministry of Social Action, Family and the Advancement of Women Project to Strengthen the Social Protection System for Human Capital and Resilience (P181495) REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Consulting Services – External Audit – Two Years Reference: SCEXT-SER 07-2025 The Government of the Republic of Angola, through the Ministry of Social Action, Family and the Advancement of Women (MASFAMU), has received financing from the World Bank to support the implementation of the Project to Strengthen the Social Protection System for Human Capital and Resilience (P181495), and intends to apply part of the proceeds of this financing to the activity “Consulting Services – External Audit – Two Years”. The Project Implementation Unit (UIP) invites eligible consulting firms to express their interest in providing the services relating to “Consulting Services – External Audit – Two Years”. Interested firms must demonstrate relevant qualifications and experience for the performance of the assignment, in accordance with the Terms of Reference. The selection will be carried out using the Least-Cost Selection (LCS) method, under the “Consulting Services” category, in accordance with the Procurement Regulations applicable to Borrowers under World Bank Investment Project Financing. Interested firms may obtain further information and request or examine the relevant documents free of charge between 08:30 and 15:00, Angola time, via the following email address: geral@csu.gov.ao. Expressions of Interest must be submitted in writing no later than 3:00 p.m. on 19 October 2026, either by email to geral@csu.gov.ao or by delivery to the address indicated below, clearly quoting the reference SCEXT-SER 07-2025. Expressions of Interest will be assessed for the purpose of establishing the shortlist and proceeding to the subsequent stage of the selection process, in accordance with the stated method and the criteria set out in the applicable documents.
