Procurement of Surveying Equipment for Reconstruction of Flood Damaged Structures — Climate Resilience Multi-Phase Programmatic Approach

THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA Ministry of Agriculture, Livestock, Land and Irrigation Climate Resilience Multiphase Programmatic Approach (CResMPA) Request for Bids Contract title: Procurement of Surveying Equipment for Reconstruction of Flood Damaged Structures. Lot 1- Automatic Levelling Instrument – 100 nos Lot 2 – Total Stations- 10 nos RFB No: SLMOI/CRES/CERC/GOODS/ID/NCB/29 Issued on: September 14, 2026 The Democratic Socialist Republic of Sri Lanka has received a loan from the financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract. The Chairman, Project Procurement Committee on behalf of Climate Resilience Multiphase Programmatic Approach now invites sealed Bids from eligible Bidders for Procurement of Surveying Equipment for Reconstruction of Flood Damaged Structures. Delivery period: 8 Weeks . 3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bidder must meet the following minimum qualification criteria (i). General Experience; a) . The bidder should have at least Ten (10) years of experience in the supply and providing after sales services for survey instruments/ Equipment continuously in Sri Lanka prior to the bid submission deadline b) . The manufacturer should have experience in manufacture same make/brand for a minimum of 20 years (ii). Specific Experience : The Bidder shall demonstrate that, within the last Ten (10) years prior to the bid submission deadline, it has successfully supplied survey instruments proposed Lots under this contract , with documentary evidence such as contracts, purchase orders, completion certificates, or client references. Lot 1- Automatic Levelling Instrument – minimum 100 nos Lot 2 – Total Stations- minimum 10 nos (iii). Financial Capacity: a). Minimum required Average Annual Turnover for the successful Bidder in last three years shall be LKR 35 million for LOT 1 ( Automatic Levelling Instrument) , LKR 50 million for LOT 2 ( Total Stations) b) . Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be LKR 08 million for LOT 1 ( Automatic Levelling Instrument) , LKR 12 million for LOT 2 ( Total Stations) 4. The bidding document in the English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of LKR . 15,000.00 from September 14, 2026 between 9.00 am to 3.30 pm on any working day. The method of payment will be Cash. 6. Bids must be delivered to the address below on or before September 28, 2026 at 2.30 p.m . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened soon after closing in the presence of the bidders’ representatives who choose to attend. 7. All Bids must be accompanied by a Bid Security in the form of Bank Guarantee; LKR 300,000.00 for LOT 1 ( Automatic Levelling Instrument ) and LKR 500,000.00 for LOT 2 ( Total Stations ) 8.
