(1) Vendor needs to provide data and video redaction platform.– Provide a data and video redaction platform and associated implementation, integration, training, and support services.– Platform must serve both of the department's data release functions:– The records unit, which processes requests for incident and offense reports, arrest data, request–for–service data, 911 call transcripts, photographs, and other documentary and data records.– The video management unit (VMU), which administers the department's body–worn camera (BWC) program, performs video and audio redaction, and processes internal and external requests for multimedia evidence.– Data types:– Platform must be capable of ingesting, processing, and producing redacted derivatives of the following categories of data:– Body–worn camera video and audio.– In–car and squad video.– Interview room and custodial video and audio.– Fixed camera and CCTV video.– Unmanned aerial vehicle video.– Statutory and policy compliance framework:– Platform and the contractor's performance must support the department's compliance with the following authorities.– Portable recording systems:– The legal standard is that the subject is rendered unidentifiable, not that a face is covered.– Gait, body habitus, tattoos and other distinctive markings, uniform and vehicle insignia, voice, street addresses, license plates, and on–screen text may each independently identify a subject and are therefore within the scope of the obligation.– For audio, the statutory verb is distorted, not mute.(2) All the questions must be submitted no later than October 29, 2026.(3) The contract period will be for three years. (4) Pre–bid meeting will be held on October 26, 2026.
