(1) Vendor needs to provide e–signature platform. – Provide enterprise–level electronic signature/digital signature solutions. – Provide an enterprise–level electronic signature solution that enables secure signature creation, routing and workflow management while meeting heightened regulatory compliance standards.– The solution must support seamless integration with agency systems, such as for authentication, contract administration, facilities, housing management, grant management, and enterprise document/record management platforms. – The selected solution will replace the current service to provide the advanced regulatory controls required to expand the electronic signature adoption across agency.• Reporting and audit logging: The solution provides comprehensive built–in, native audit logging to track, record, and report on all user activity, administrator, and signature workflow activity across the system.• Diverse esignature support: The system provides multiple signing types to accommodate complex organizational regulatory needs:– Simple Electronic Signatures (SeS)– Advanced Electronic Signatures (AeS)– Qualified Electronic Signatures (QeS)• Forms, workflow agency routing engine: The platform provides customizable forms and document templates, supports industry standard document/file types and provides notification capabilities.• User management.• Single Sign–On (SSO) and Multi–factor Authentication (MFA) integration: The software enables users to securely authenticate using institutional credentials without requiring additional logins.• Alerting: The system provides alerting to administrators, departments, and users of the volume of envelopes they’ve created over a month.• Artificial intelligence: Ability to turn off any inherent AI capabilities until such time as the organization elects to employ these functions.• Operating system and browser support.• Intuitive user interface and self–service support.• APIs: The solution must provide Application Programming Interfaces (APIs) and/or pre–built system connectors to support seamless integration with agency systems.• Domain support.• Data retention, purging, and auto–archiving.(2) All the questions must be submitted no later than October 1, 2026.
