(1) Vendor needs to provide home rescue plan program service to the government authority located in Joplin, MO.– These activities include: development and support of affordable housing.– tenant–based rental assistance.– Provision of supportive services.– Acquisition and development of non–congregate shelter units.– Rental housing:– New construction, acquisition with rehabilitation or reconstruction that adds units, eligible site improvements, utility connections, related soft costs, and refinancing where permitted.– Supportive services:– project‑linked services that support tenancy and stability of QP households (e.g., housing navigation, case management, benefits connections).(2) All the questions must be submitted no later than July 31, 2026.
