(1) Vendor needs to provide enterprise strategy, transformational advisory project management and technical support services.• The contractor shall perform duties across comprehensive, multidisciplinary professional and technical support services to advance operations and modernization priorities and strategic initiatives.• Program and portfolio management, financial analysis, and rigorous technical writing and administrative operations. – Concurrently, technical workstreams spearhead modern SharePoint collaboration architecture, mission–critical data analytics and business intelligence, rapid prototyping, and operational field integration.• To maximize enterprise impact and adoption, contractor personnel also execute integrated strategic communications, executive outreach, and full–lifecycle multimedia marketing production and dissemination across internal and external stakeholders• Ultimately, this bundled capability ensures seamless alignment across active duty, reserve, civilian, and auxiliary workforces to optimize operational readiness and evidence–based executive decision–making.• Strategy Development Support: The contractor shall assist in the formulation, refinement, and execution of long–term strategic initiatives. – Duties include, but are not limited to, conducting organizational capability assessments, analyzing policy impacts, developing strategic roadmaps, and ensuring operational efforts align with the overarching strategic goals of agency leadership• Project and Portfolio Management: The contractor shall assist with planning, execution, and monitoring of program management support for the Directorate.• Finance Support: The contractor shall assist in budget formulation, execution, and financial tracking.• This includes analyzing financial data, preparing cost estimates, reconciling accounts, and supporting financial audit readiness to ensure optimal use of funds. Finance support includes cost estimation, development of business case analyses and financial inputs required for acquisition strategy refinement, as well as cost and return on investment analysis to inform evidence–based decision making
