(1) Vendor needs to provide rad and low–income house tax credit legal services to the government authority located in Joplin, MO.• Responsible for assisting the agency with any and all legal aspects associated wilt the RAD conversion process, including to negotiations and evaluation of agreements• The Legal Service Provider will provide legal opinions and recommendations that will enable agency to achieve its program goals.• The Legal Service Provider will also be responsible for analyzing and evaluating documents; analyzing the legal implications of finance options; conveying to agency the likely legal implications of the investors’ proposals; and assisting agency in protecting its interests and resources. • The Legal Service Provider will be responsible for drafting any documents with respect to the RAD and tax credit transactions.• Provide comprehensive representation in negotiations with the developer on the Master Development Agreement• Legal advice an d assistance in creating appropriate legal entities as affiliates or subsidiaries of the agency.• Author, review and provide comments on all relevant and related documents• Develop legal mechanisms for transferring ownership and management of properties to the after certain regulatory and financing periods have lapsed• Assistance in working with the state of housing and development commission on the allocations of low–income housing tax credits and related issues with funding and financing.(2) All questions must be submitted no later than September 11, 2026.
