Vendor needs to provide policy modernization and standardization services to the government authority located in Phoenix, AZ.• Consultants to modernize, standardize, and institutionalize its policy framework. to transition from fragmented legacy procedures to a unified, legally defensible, and operationally efficient system that aligns with state statutes and national fire service standards• Contractor shall standardize procedures for field arson and fire investigators to ensure that data collection, evidence handling, and scene safety guidelines match national best standards.• Modernize policies governing technical fire inspections, plan reviews, and hazardous materials permitting workflows to maximize operational efficiency and public safety.• Develop technical training modules and quick–reference field guides directly derived from the modernized operational fire codes and standards.• Contractor shall review and draft policies to ensure compliance with relevant State Statutes, constitutional protections during enforcement actions, and administrative rule–making procedures.• Contractor shall establish legally compliant protocols for document retention, public records requests, and chain–of–custody documentation frameworks.• Contractor shall conduct interviews and workshops with leadership, field investigators, technical inspectors, and administrative staff to capture current workflows.• A risk–based priority roadmap that establishes a phased development schedule categorizing policy creation based on life–safety impact and legal liability risk exposure.• Identifying regulatory omissions where operational or administrative policies are missing, insufficient, or fail to address statutory mandates.
