(1) Vendor needs to provide zoning text review, medical and healthcare uses legal consulting services to the government authority located in Emporia, KS.• The selected consultant will provide legal analysis, ordinance review, terminology clarification, and recommendations for potential zoning text amendments to ensure that the City's development regulations are clear, consistent, enforceable, and aligned with applicable agency and federal law.– Review of Existing Zoning Regulations • Review the City's existing zoning regulations, including use tables, definitions, supplemental regulations, and relevant administrative provisions. • Identify provisions addressing medical facilities and healthcare–related uses, including hospitals, medical and dental offices, laboratories, and other potentially applicable use classifications. • Identify ambiguous, inconsistent, outdated, or undefined terminology that may affect the classification or regulation of medical and healthcare–related uses, • Evaluate whether the current ordinance adequately distinguishes among healthcare uses based on their actual land–use characteristics. • Identify legal or regulatory issues that may warrant consideration by the Planning Commission. – Review of Medical–Use Terminology • Evaluate the legal meaning and appropriate use of terminology relating to medical facilities and healthcare–related uses. • Identify relevant Kansas statutes, regulations, licensing classifications, and federal requirements that may inform zoning definitions or classifications. • Advise whether existing statutory definitions or locally tailored zoning definition would be appropriate. • Distinguish healthcare licensing classifications, professional practice terminology, and land–use classifications relevant to municipal zoning. (2) The contract period will be for one year.(3) All the questions must be submitted no later than November 12, 2026.
