(1) Vendor needs to provide trail long–term maintenance strategy service. – Provide consultant to prepare a comprehensive maintenance, operations, and funding strategy for the core services needed to operate and maintain the 22–mile mainline trail system.– Strategy shall establish the long–term maintenance and operational requirements necessary to support the continued expansion while striving for a world–class level of service.– Study shall provide a practical, implementable framework for budgeting, staffing, lifecycle planning, service delivery, funding, and long–term financial sustainability.– Signage and wayfinding maintenance.– Public art maintenance.– Events and programming.– Comprehensive computerized maintenance management system.– Prepare a phased implementation roadmap identifying the actions necessary to transition from the current operating model to the recommended long–term strategy.(2) Pre–bid meeting will be held on September 3, 2026. (3) All the questions must be submitted no later than September 10, 2026.
