(1) Vendor needs to provide Smartsheet–based federal block grant financial management solution. • Configure Smartsheet structures using derived contract information, posted payments, and BHD–entered operational details such as spend plans, pipeline actions, and invoice approvals.• Use Smartsheet administrative tools (e.g., Data Shuttle and Data Mesh) to load data and maintain relationships across sheets.• Apply Program Area classification logic so expenditures can be grouped consistently and federal reporting requirements can be met.• Include pipeline commitments in planned–spending structures so staff can understand the full set of future obligations(2) All question must be submitted no later than September 25, 2026.
