REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) THE CO-OPERATIVE REPUBLIC OF GUYANA INTEGRATED TRANSPORT CORRIDORS PROJECT (ITCP) Credit No.: IDA-77040/ IDA-77050/ IDA-77060 Assignment Title: Review of Designs, Procurement Support and Construction Supervision Consultancy [inclusive of Environmental and Social (E&S) Compliance] for the Selected Regional Road Corridor - Reconstruction of Existing Road Network on the East Coast Demerara: Mahaica Bridge to Abary Bridge Road Corridor (CW1 and CW 2) Reference No .: P501759-CS-1-2 The Government of the Cooperative Republic of Guyana (GCRG) has received financing from the World Bank toward the cost of the Integrated Transport Corridors Project (ITCP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: (1) Conducting a detailed review of the existing Designs for CW 1. (2) Conducting a detailed review of the Bid Documents submitted for the Design-Build Contract for CW 2, (3) Providing Procurement Support to the Client during the bidding process for CW1 and CW2, (4) Supervision of CW1 and CW 2 Contracts during the Construction and Defects Liability Periods. CW 1 will involve the improvement of approximately 27 kilometers of roadway and associated roadway structures, and CW 2 will involve the extension/construction of the three (3) main bridges, namely the Mahaica River, Mahaicony River and Abary River Bridges. The civil works are located within the section of road corridor in Regions 4 and 5, specifically the section between the Mahaica River Bridge and the Abary River Bridge. The expected timeframe for delivery of this assignment is 42 calendar months and is projected to utilize an estimated 446 person-months. The expected/projected start date is October 01, 2026. The Works Services Group (WSG) of the Ministry of Public Works (MoPW) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: At least ten (10) years of global experience with the provision of detailed design and engineering services or review services thereof, project management and construction supervision services for roadway/highway projects. Experience providing design and engineering review, project management and/or construction supervision services, for at least two (2) roadway/highway construction projects, with similar scope and complexity, each of minimum value US$150M, within the last five (5) years. Experience providing design and engineering review, project management and/or construction supervision services, for at least two (2) river bridge construction projects, with similar scope and complexity, each of minimum value US$12.5M, within the last five (5) years. Experience providing detailed design, engineering, project management and construction supervision services for at least two (2) similar roadway/highway contract managed according to FIDIC Red Book: Conditions of Contract for Construction. Experience providing design review, engineering, project management and construction supervision services for at least one (1) similar roadway/highway and/or bridge construction contract managed according to FIDIC Yellow Book: Conditions of Contract for Plant and Design-Build. Experience in working on roadway/highway construction projects in low- and middle-income countries, preferably with prior experience working in Latin America and the Caribbean (LAC). Fluency in the English language is expected from the Highway Engineer (Team Leader / Resident Engineer) and senior team members. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Base Selection (QCBS) method set out in the Procurement Regulations.
