Public Operations Center - Renovation

Mooresville's Public Operations Center Renovation will be a renovation of the Public Operations Center located at 2523 Charlotte Hwy. Updates to the building include: demolition of existing spaces, conversion of storage and maintenance areas to accommodate new office spaces, exterior work to include closing in existing overhead door openings and painting. Contract documents, including Drawings and Technical specifications, are available for viewing in the Town of Mooresville Public Operations Building at 2523 Charlotte Highway. Full copies of the documents may be obtained from Duncan Parnell ( www.dpibidroom.com ) for a purchase price of $290.00 d ollars . All payments are to be made to Duncan Parnell. NOTE THAT PROSPECTIVE BIDDERS MUST PURCHASE CONTRACT DOCUMENTS THROUGH DUNCAN PARNELL DIRECTLY, IN ORDER TO BE CONSIDERED AN OFFICIAL PLANHOLDER. Bid Security - If the bid does not equal or exceed $300,000, a bid security is not required. A bid security in the amount of five percent (5%) of the contract sum must be submitted with each bid. The bid security will be in the form of cash, a cashier's check or a certified check from a bank or trust company insured by the Federal Deposit Insurance Corporation made payable to the order of the Town of Mooresville. In lieu of making a cash deposit, the bidder may submit a bid bond executed by a corporate surety licensed in North Carolina to execute such bonds. Contractor’s License - Bidders will comply with all applicable laws regulating the practice of General Contracting as required by the General Statutes of North Carolina which requires the Bidder to be licensed by the North Carolina Licensing Board for Contractors when bidding on any project where the bid is $30,000 or more. The Bidder will indicate his North Carolina General Contractor's License Number, Classification(s), and Limits in the space provided on the signature page of the proposal. The Town of Mooresville requires that all Contractors performing landscaping work be registered with N.C. Landscape Contractors Registration Board in accordance with chapter 89-D of the N C General Statutes. ADA Compliance – A qualified interpreter for the hearing impaired is available upon request at least 10 (ten) days in advance of the bid opening date. Drug Free Workplac e - The Town has adopted a policy requiring Town construction and service Contractors to provide a drug-free workplace in the performance of any Town contract. Non-Discrimination Policy - Bidders will ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, national origin, disability, or veteran's status. PRE-BID MEETING : A Pre-Bid Meeting will be held on October 31 st at 10 AM at the project site, 2523 Charlotte Hwy. - Ready Room A, Mooresville, NC 28117. Representatives from the Town of Mooresville and Creech & Associates (Architect) will be present to discuss the Project. Minutes of the meeting will be distributed as part of an Addendum. Bidders are responsible for legibly signing the attendance list. The Contractor further agrees to pay as liquidated damages, the sum of $1,000.00 for each consecutive calendar day that the CONTRACTOR fails to complete the WORK indicated , by this special provision. Bids shall be submitted on the form provided in the Project Manual . The form shall be accompanied by the Bid Bond (if applicable). All bids will be placed in a sealed envelope having the Bidder's name, address, North Carolina General Contractor's License Number, and the statement "BID FOR MOORESVILLE PUBLIC OPERATIONS CENTER RENOVATION - DO NOT OPEN UNTIL 11/16/2023 AT 2:00 P.M.". Bids may be held by the Town of Mooresville for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing bids and investigating the qualifications of bidders. The Town also reserves the right to reject any and all proposals and to waive informalities or technicalities as it may deem to be in its best interest.
