REQUEST FOR EXPRESSIONS OF INTEREST (REOI) CONSULTANT’S (INDIVIDUAL (CONSULTANT SELECTION – IC) Country: Ukraine Project Name: Preparation of Resilient Projects to Advance Recovery of Ukraine (PREPARE Ukraine) Project No.: P508490 Grant No.: TF0C8992 Client: State Organization “Agency on support Public-Private Partnership” Assignment Title: Procurement Specialist Procurement Reference No. (as per Procurement Plan): PREPARE-C3-11 The Government of Ukraine (GoU) has established the Ukraine Government Project Preparation Facility (Ukraine Government PPF) to support preparation of public investment projects for Ukraine’s recovery and reconstruction under the State Organization “Agency on support Public-Private Partnership” (hereinafter - PPP Agency). The Ukraine Government PPF is supported by the World Bank Group (WBG) through the Project “Preparation of Resilient Projects to Advance Recovery of Ukraine” (PREPARE Ukraine)” (hereinafter referred to as the Project). PREPARE Ukraine is financed by grants from the Ukraine Relief, Recovery, Reconstruction, and Reform Trust Fund (URTF) administered by the World Bank. The Grant Agreement (URTF No. TF0C8992) for the initial tranche of $44.3 million was signed between Ukraine and the World Bank on July 10, 2025 from donor contributions, including the US, UK FCDO and other URTF donors. PPP Agency is responsible for operation of the Ukraine Government PPF and implementation of the PREPARE Ukraine Project under general supervision of the Ministry of Economy, Environment and Agriculture of Ukraine (hereinafter – MoE) in line with the World Bank policies and requirements. Within the Ukraine Government PPF, PPP Agency’s functions include (i) preparation of public investment projects prioritized as part of the Ukraine’s public investment management (“PIM”) process, approved by the Strategic Investment Council (SIC), and submitted to the PPF/PPP Agency (hereinafter – Investments), and (ii) at the same time building the capacity of the GoU in preparing effective and bankable public investment projects that meet international standards, including those of the EU. PPP Agency created a Project Implementation Unit (hereinafter – PIU) for day-to-day management of the Ukraine Government PPF activities and implementation of the PREPARE Ukraine Project, including disbursements, financial management, reporting and other Project related activities. PIU shall be responsible for performing all the activities and functions of the Ukraine Government PPF and reporting to the World Bank as well as general coordination of activities and reporting under the PREPARE Ukraine Project [through the MoE]. The need for the PPP Agency to engage consultants by purchasing their services is justified by the need for effective implementation of the Ukraine Government PPF activities funded under PREPARE Ukraine Project, defined general standards for operations, ensuring their universality and transparency, and facilitating and assisting the staff of the PPP Agency, as a Project participant, in the decision-making process. PREPARE Ukraine Project is being implemented as the Investment Project Financing and is regulated by the Decree of the Cabinet of Ministers of Ukraine dated 27.01.2016 70 “On the procedure for the preparation, implementation, monitoring and completion of the implementation of economic and social development projects of Ukraine supported by international financial organizations”, other legal acts of the Cabinet of Ministers of Ukraine, Orders of MoE and Project documents: Project Operations Manual (POM), Environmental and Social Commitment Plan (ESCP), and Environmental and Social Management Framework (ESMF). The Procurement Specialist will support and provide assistance to the PPP Agency on the procurement of mainly consulting services within the framework of the PREPARE Ukraine Project in line with the World Bank policies and requirements. This will include (i) preparation and regular updates of the Project Procurement Plan; (ii) preparation of Bidding Documents and assistance to the Tender Committee; (iii) monitoring the implementation of contracts with contractors; and (iv) planning, supervision and reporting on Project procurement. The Procurement Specialist will perform the following tasks: Preparation and regular updates of the Project Procurement Plan; Preparation of Bidding Documents, Requests for Proposals, evaluation reports, draft Contracts and other procurement-related documents; Participation in preparation of Terms of References under the Project procurement; Provision regular assistance and clarifications to the Tender Committee, evaluation groups under the Project related procurement activities; Participation in contracts administration (preparation and review of amendment, variations, notices, etc.); Follow-up and assistance in other Project procurement activities; Planning, supervision and reporting on Project procurement; Maintain databases and archive all documentation on procurement under the Project; Organization of training, exchange of experience and study tours for MoE, PPP Agency and other main Project stakeholders; Performance of other tasks required under the Project. The services shall be provided in the city of Kyiv (with the possibility of remote service provision) from the start of the implementation period for 1 calendar year (Approximately from 01 August 2026). The detailed Terms of Reference (TOR) for the assignment are attached to this REOI. The PPP Agency invites eligible consultants (the "Consultants") to express their interest in providing the Services. Eligible Consultants shall provide information confirming that they have the qualifications and experience required to perform the Services. The selection of most qualified and experienced Consultant for the assignment will be based on the following criteria: University degree in engineering/finance/economics/law/management or other relevant field; At least 3 years of experience in the works/goods/consulting services procurement in IFI-financed projects; Have practical knowledge of the procurement rules and procedures of the International Bank for Reconstruction and Development (IBRD) and/or of similar procurement rules and procedures applied by other international financial institutions (IFIs) (e.g., EBRD, EIB); Demonstrated professional experience in the procurement of consulting services, including the preparation of procurement documents, conduct of selection procedures, support in the evaluation process, and contract administration, will be considered an advantage; Practical experience in the use of the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) for planning, processing, monitoring, and record-keeping of procurement activities will be considered an advantage; Be fluent in Ukrainian and English, both written and spoken, and the ability to convey complex issues to various audiences; Advanced level of personal computer skills, knowledge and practical skills of using standard Microsoft (MS) packages (MS Word, Excel, Power Point), email and databases. The services will be provided on a full-time/ part-time basis with 3 months of probation period and option to extend subject to the Consultant’s appropriate performance of the services. The term of the Contract for Consulting Services may be extended until the Project Closing Date (June 30, 2030) or such other date as agreed by the parties in writing, as may be necessary. The Consultant’s services shall be paid on the monthly basis according to the rate approved at the moment of executing the full-time contract.
