Representative Payee and Supplemental Security Income Outreach Services

General work description: The County of Orange (County) Health Care Agency (HCA) is seeking proposals from qualified organizations to provide Representative Payee and/or Supplemental Security Income Outreach Services. The RFP consist of two (2) service programs: 1. Representative Payee Services 2. Supplemental Security Income Outreach Services Proposers may apply for one (1), or both of the above-listed services. Proposers should submit a fully independent proposal for each service that they are applying for. (e.g. if your organization is applying for both services listed, please submit two [2] complete proposals). Please refer to Section I.G.10 for submittal instructions. The primary goal of Representative Payee Services is to provide financial assistance and protection from financial abuse and victimization. Many mentally ill individuals experience difficulty in effectively managing their money and other resource allocations. These individuals may lack the ability to organize financial processes and make decisions to pay bills in a timely fashion, as well as lack the ability to exercise the discipline necessary to follow through with a plan. This may result in negative consequences that could impair the client’s recovery, especially in the area of housing, ultimately leading to homelessness and the possibility of more frequent and lengthier hospitalizations. The primary goal of SSI Outreach Services is to provide assistance in applying for SSI benefits and representation in court to appeal denial of benefits, if required. To achieve stability and the care needed to live a meaningful life, mental health client’s need a program that is dedicated to helping them gain much needed financial assistance to pay for basic needs such as food, clothing, shelter, and access to health benefits that allow for them to receive physical and mental health care.
