(1) Vendor needs to provide city attorney legal services to the government authority located in Richland Center, WI.• Conduct all law business in which the city is interested (§ 42.16(1)).• Provide written legal opinions when requested by city officers, to be filed with the city clerk (§ 42.16(2)).• Draft ordinances, bonds, and other instruments as required (§ 42.16(3)).• Examine the tax assessment rolls and other tax proceedings and advise in regard thereto (§ 42.16(4)).• Defend actions brought against city officers or employees arising out of acts done in the course of their duties, as provided in § 42.16(6).• Advise the common council, mayor, city administrator, department heads, boards, commissions, and committees on legal questions.• Attend common council meetings and other city meetings as requested (in person unless the city agrees otherwise).• Review and provide legal opinions on things such as ordinances, resolutions, contracts, easements, and intergovernmental agreements.• Advise on and support compliance with open meetings law, public records law, and related statutes.• Provide counsel on zoning, land use, planning, conditional use permits, and code enforcement.• Advise on public procurement, competitive bidding, and public construction contracts.• Provide counsel on personnel, employment, labor relations, and collective bargaining matters.• Advise on municipal finance, levy limits, TIF, special assessments, and utility matters.• Represent the city in litigation, administrative proceedings, and appeals, or coordinate and manage outside/special counsel where specialized expertise or insurance–appointed counsel is required.(2) All question must be submitted no later than August 20, 2026.(3) A contract period will be for one year.
