(1) Vendor needs to provide strategic advice, risk transfer market engagement insurance and reinsurance brokerage service.• The purpose of this procurement is to identify and appoint a broker capable of: – Advising Agency on optimal risk–transfer strategies. – Designing and placing cost–effective reinsurance solutions. • Providing capital modelling and portfolio analytics to support the allocation of funds and the calculation of the probability of insolvency (before reinsurance and after).• Demonstrating clear value for money and transparency in product design. • Supporting governance and decision–making processes. • Strategic Advice and Risk Transfer Design – The broker will: – Advise on appropriate risk transfer strategies and structures for the agency portfolio. – Support agency to assess options against its objectives, risk appetite, capital position, and value–for–money considerations. – Provide recommendations on programme design, including opportunities to improve capital efficiency and resilience. – Advise on alternative and innovative risk financing approaches where appropriate. • Market Engagement and Placement – Engage relevant insurance and reinsurance markets on behalf of Start Network. – Obtain and negotiate competitive terms for the preferred risk transfer solution. – Present options, pricing, and market feedback to support final decision–making. – Support contracting and implementation of the selected arrangement. – Strictly respect deadlines for the launch of the following Start Ready Pool
