(1) Vendor needs to provide boating access and facilities needs assessment and conceptual plan study service to the government authority located in Avila Beach, CA. – Prepare a boating access and facilities needs assessment and conceptual plan. – The purpose of the study is to evaluate existing and potential demand across the full spectrum of recreational and other appropriate boating activity at agency, assess how effectively existing facilities and services meet that demand, identify underserved or potentially underserved market segments and develop conceptual facility improvements that could improve boating access, safety, service, and utilization of the harbor.• Project initiation and existing conditions: Review available information and develop an understanding of existing boating facilities, operations, physical conditions, and relevant planning and regulatory considerations.• Boating market and demand analysis: Evaluate existing and potential demand for boating access, facilities, and services at agency.• Facility needs and gap analysis: Assess the adequacy of existing facilities and identify facility and service gaps. • Metocean and marine facility feasibility assessment: Evaluate the physical feasibility of potential facility improvements in the context of agency's semi–protected marine environment.• Development of facility concepts and alternatives: Develop conceptual alternatives for improving boating access and facilities.• Conceptual cost estimates and feasibility: Develop order–of–magnitude planning–level cost estimates.• Evaluation and prioritization: Develop an evaluation framework and recommend priorities among potential improvements.• Implementation and funding strategy.• Draft and final report.(2) All the questions must be submitted no later than September 16, 2026.
