(1) Vendor needs to provide a managed software asset management, licence compliance and optimisation service.– A cloud–hosted Software Asset Management platform delivered as Software as a Service (SaaS), together with a fully managed SAM, Licence Compliance and Optimisation Service.– for arranging and managing platform hosting, operation, maintenance, updates, backup, recovery and support, including coordination with the platform provider where applicable. – Agency users shall access the platform through a supported web browser.maintain an accurate and current inventory of in–scope software installations, cloud and SaaS subscriptions, licence entitlements and usage;• Demonstrate compliance with applicable software licensing agreements;• Identify and manage compliance risks, licence shortfalls, surplus licences and data–quality issues;• Optimise licence allocation, utilisation and expenditure;• Support software renewals, internal reviews and software–publisher audits;• Maintain a technology lifecycle register to monitor vendor end–of–life, end–of–support and end–of–extended–support dates, provide advance notification to nominated technology owners, and support timely action to reduce technical debt arising from unsupported or obsolete technologies.• Maintain audit–ready records and supporting evidence;• Improve the agency Software Asset Management maturity throughout the contract; obtain timely, accurate and actionable management information.(2) All questions must be submitted no later than November 12, 2026.
