EXTRA-77024 - USA (Houston, Texas) - Gift Card Incentive Program Service - Deadline October 12,2026

(1) Vendor needs to provide gift card incentive program service to the government authority located in Houston, TX.• The Contractor shall:a. Supply gift cards in denominations specified by agency (e.g., $10, $25, $50, $100), offering bothphysical and electronic options.b. Ensure all gift cards are redeemable at widely accessible retail locations, including grocery stores,pharmacies, and general merchandise retailers.c. Restrict purchases of unallowable items such as alcohol, tobacco, firearms, and lottery tickets.d. Provide a secure and user‑friendly ordering system or an assigned account representative for order placement.e. Allow authorized agency staff to place orders on an as‑needed basis and confirm all orders inwriting with estimated delivery timelines.f. Fulfil and deliver orders within five (5) business days of receipt, ensuring physical cards aredelivered to designated Subrecipient locations.g. Maintain trackable documentation for all deliveries.h. Maintain accurate inventory records for all gift cards issued under the contract and implementsafeguards to prevent loss, theft, or misuse.i. Immediately report discrepancies or security concerns to agency.j. Submit monthly reports to agency including total cards issued, dollar value, issuance and deliverydates, remaining balances if applicable, and summaries by denomination. Reports shall beprovided in an agency ‑approved, audit‑ready format.k. Provide dedicated customer service during standard business hours, including timely resolutionof issues involving lost, stolen, or non‑functioning cards.l. Assign a primary point of contact for contract management.• The Contractor shall provide:a. Gift cards in the quantities and denominations ordered.b. Monthly utilization and inventory reports.c. Documentation of all transactions and deliveries.d. An annual summary report when requested.(2) The contract period will be for one year.(3) All the questions must be submitted no later than October 2, 2026.(4) Pre–bid meeting will be held on October 1, 2026.
